Urban sewage treatment is one of the most energy-intensive industries. Energy consumption analysis of urban sewage treatment plants, indicates the huge energy saving potential in sewage treatment plant, the improvement in the economic benefits of sewage treatment plant, is one of the important methods to safeguard investors’vigor, as well as to buffer the increasingly stressful situation on social energy demand. Therefore, for sewage treatment and sludge disposal in small city and towns, process and equipments should be selected and optimized for saving energy and reducing consumption. In the design and construction of sewage treatment plant, as high as possible efficient process and equipment, as low as possible power consumption should be chosen. In the operation of the sewage treatment plant, the use of advanced technology, the resource utilization of sewage and sludge, the high efficiency and low consumption sewage treatment can be gradually developed for more social benefits.In Tong Liao city, for the technological renovation of its sewage treatment plant, the author of this paper, found the main problems of current wastewater treatment plant, which include the poor effluent quality in COD and color, treatment quantity is below the designed scale, the surplus sludge was not treated, electricity and coagulant consumption is high, basically not considering the reuse of water and sludge as resource. These are the key bottle neck for economical operation of the WWTP. Aiming at saving-energy and reducing-consumption, the main process and equipment was compared, for the economic benefit and analyzed for its influence on the environment, for the best renovation scheme of sewage treatment plant. Improving the effluent water quality, not only meets the national discharge standard A, but also realize water reuse, meeting the requirement of reclaimed water. For sewage plant and technology modification, upgrading problems and technical details are to be further in-depth studied. With the wastewater treatment process renovation as the main line, the economic, social and environmental benefits are discussed, under the guidance of sustainable development.Sewage treatment plants of the region is important for economic development and people’s life quality, therefore has very important significance, in suppressing pollution to the surrounding environment. The conclusion of financial evaluation is the newly selected effluent quality-upgrading plan (including process and equipments) is feasible. Recommended scheme of technological process possesses the advantages of low operating costs, complying with the requirement of discharge standard.To sum up, this article investigated the sewage treatment plant, the construction and the upgrade process for renovation, the chosen scheme is economically reasonable and technically feasible. This topic works well for small city sewage treatment plant, both for renovation and reconstruction. With a value in guiding design and process renovation suggestions, the chosen design provides new idea and results for renovating sewage plant, a new practice and strategy in water shortage region, so this topic has certain theoretical significance and practical application value.
