Study On Government Behavior Of China's Medical Insurance Expenditure Control

With the coverage of China's basic medical insurance system for urban employees has grown continuously since established in 1998, the financing of medical services has initially solved.However, the existing governance mechanisms of medical insurance have not yet have a fundamental inhibition effect on non-standard medical services and unreasonable increasing medical cost, it needs to further improve the existing policies and measures, to strengthen the responsibility and dominant position of government in the provision of public health service, basic medical services, and to explore the new governance measures to control medical expenses effectively. To start with, from the concepts of social medical insurance expenditure control and government behavior, it makes a theoretical interpretation about the "market failure" of medical insurance expenditure control, the intervention and Standardize of government behavior, reviews the expenditure control process of various stages of medical reform, employs the way of combination of practice and theory and other methods, uses empirical data and an extensive literature search. On the basis of this, it analysis the status quo and problems of our medical insurance expenditure, especially discusses the expenditure control between the new and old medical reform. Then, experiences of the typical foreign expenditure control models are summed up. On this basis, the significance of China's is presented. Finally, the combination of the new phase of reform, the orientation and basic principles of government behavior in our medical expenditure control are defined, more market competition should be introduced when the dominant position of government has been established in providing public health and basic medical services. The medical expenditure control can be enhanced by enhancement of legal system construction on medical and health, increasing government health input, strengthening construct universal health insurance, focusing on the reform of public medical institutions, speeding up the development of new urban medical insurance system, constructing the system of national essential drugs, and then the availability and affordability of basic medical care and health services should be further improved.
