Medical insurance was the important content of the medical security, and it was aslo the main component of social security system. As one of the important people health systems played a very important role. Since the reformative and open policy was established and the socialist market economic system was set up, the establishment of the medical insurance system was faced with daunting challenges and basic medical insurance coverage was enlarged gradually. However, it was far from "everyone hold the basic medical insurance"goal. Government had medical insurance of social responsibility to remedy disadvantages of market, which was the inevitable requirement of economic development; the important guarantee of social stability and national security.This paper was divided into four parts except introduction, the introduction chapter included of background, theoretical study and practical significance and it pointed out the research paper's methods and innovation by summarizing the government responsibility of medical treatment insurance, The first chapter was theory analysis of government responsibilities in the medical insurance system, which was analysed government responsibilities from politics and economics ,which basised on the related concepts ,and was claritied theory of responsibility for social security of the government responsibility. Moreover, by using public goods theory, market failure and social justice theory, they were analyzed by reasons of government medical insurance liability .The second chapter was the medical insurance system of government responsibility in practices. According to the results of theoretical analysis of Chinese medical insurance, our government responsibility system of the current situation and problems , an empirical analysis of the historical analysis of medical insurance mode.The third chapter was the government of Chinese medical insurance responsibility flaw and consequences. On the basis of the theoretical and empirical analysis, which pointed out Chinese medical insurance system exist flaw in the laws, regulations, the guarantee social equity and administrative supervision. And pointed out its harm.The fourth chapter of Chinese medical insurance was the perfect the government responsibility. For our government in medical insurance of lack of responsibility flaw caused serious consequences, so its put forward through the perfect legal laws and regulations, provide financial support, strengthen the administrative supervision, formulate and implement policies and measures to guarantee social equity of the government responsibility perfect medical insurance.
