In recent years, along with the improving of living standard and the extending of the community intercourse, communication industry develops very fast and competition is becoming increase. Increasing quantity, not increasing income has arisen at internal communication industry in 2005 through rapid developing period of over 20 years. Communication carriers in China became reduce their price, improve their service and network to improve their competitive ability. In 2008, the reunite of communication industry, the passport of 3G, the prompt evolution of network, and the ever complex market environment all make it necessary to make competitive strategy for development and competition.During the period of the Tenth Five-Year Plan for National Economic Development, Dandong Mobile made innovations in mechanism, deepened the reform. The scale of the company expanded continuously, and the economic benefits increased step by step. And it became the largest communication carrier in Dandong. Based on the deeply enforcement of "development in the old industrial base of Northern East in China" strategy, "five spots and one line coastal economic belts" strategy and the background of extensive commercial use of 3G, Dandong Mobile come across a new period of development. How to adapt to the new environment, meet new challenges and become world-class communication carrier is an urgent problem to reslove for Dandong Mobile.It is in such a crucial time that this study analyzed macro environment, industry background, local competitive environment and internal environment of Dandong Mobile by use of strategic management, PEST analysis, and Five Forces Model. According to the new situation of Dandong Mobile and the general strategy of China Mobile, this article set strategic goals for Dandong Mobile. And based on SWOT analysis a differentiated competitive strategy was put forward.
