| The Communist Party of China in the 17th session of National People's Congress has reported to set the stage for more people to the own property income in the section of deepening reforms of the distribution system to increase the income of urban and rural residents. Since the reform and opening up, The Communist Party of China has once proposed to allow some people become rich first through honest labor and lawful operations in order to stimulate the economic development, to protect legal income, and to allow capital, technology, management and other production factors participating in distribution. However, along with the overall income of Chinese residents rising, the income gap between Chinese residents has been increasingly enlarged. Therefore, the Communist Party of China proposes to expand the proportion of middle-income group and to improve the income level of low-income earners. Under the favourable conditions of concerning people's livelihood and building a harmonious society, the Communist Party of China proposes to set the stage for more people to own the property income.At present, domestic studies about the property income are the policy interpretation about setting the stage for more people to own the property income, research on how to increase the property income and the empirical research on the property income of residents. Overseas studies about the property income are mainly two parts. From the theoretical point of view, overseas study is primarily related to the theory of functional income distribution, the theory of income distribution scale and the theory of income distribution based on the maximization of consumer utility; from the practical point of view, overseas study is primarily about approaches that the United States, France and Argentina uses to increase the property income of their residents. Based on the research methods of comprehensive analysis and literature study, this paper focuses on the theoretical basis of the property income from the positive side. They are the common prosperity of Deng Xiaoping Theory and the distribution system according to work and allocation of production factors.As the following status quo exists in China, like the property income of Chinese residents growing very fast, the low proportion of the property income in residents' overall income, the structural contradiction and narrow channels to obtain the property income. Therefore, economic development, investment market, income distribution, social security system, laws and regulations and investment awareness of the residents become to have an affect on the property income of Chinese residents. Increasing the property income of Chinese residents helps to promote social harmony and safeguard the social stability, to narrow down the wealth gap and promote social equality, to expand domestic demand and promote economic development. However, at the same time, increasing the property income of Chinese residents may also have the Matthew effect, exacerbate the wealth gap or have the possibility of economic impact on the virtual economic entities. All in all, measures to increase the property income of Chinese residents have to not only increase the residents' income, but also avoid the negative effects. The measures are as follows: to maintain the steady and rapid economic development, to develop the investment markets, to deepen the reform of China's income distribution system, to improve our social security system, to strengthen relevant laws and regulations, and to enhance residents' public knowledge of finance and investment. |
