With the implementation of electricity system reform and"the separation between power plants and power networks, grids to bidding"has been carried out. China introduces competition system in power supply side. Therefore, our network links consist of national power grid network links enterprise, regional power grid companies, the provincial power grid (electricity) business, prefectural (city) level power supply companies, county and township enterprises. In the new situation of electricity system reform, the performance appraisal of operators of county power supply network is an important part of strategic management. Currently, (City) level power management of power supply enterprise's assessment follows the basic three former State Grid Corporation of accountability assessment methods. Although this assessment system is basically meet with the traditional power business management needs, the strategic concentration is not enough. There is a tendency of short-term evaluation. It also does not completely rule out the possibility of economic conditions on the performance level of operators. Hence it cannot give full play to the county power enterprises the incentive and constraint effects.This paper starts with the analysis of operators of power supply problems in the existing assessment methods. It pointed out that it is necessary to perfect the county power enterprises'power supply performance evaluation system and the performance evaluation system in the situation of continued introduction of competition in the power industry and establishment of an open electricity market. Secondly, it designs a practical performance appraisal system based on considering of the characteristics of power supply itself and studying how to overcome differences in regional economic performance evaluation. This system provides a theoretical support to the improvement for (city) level's management of the county level on the power supply bureau's Performance Management business. It also provides an effective monitoring tool for county power enterprises and an reliable proof for county power enterprises'selection, supervision, discipline and effective incentives. This system achieved the performance evaluation process and results of performance evaluation of the combination of quantitative evaluation and qualitative analysis of unification, as well as lying equal stressing on financial indicators and non-financial indicators.
