The Research Of Performance Evaluation System Of Operator Of State-owned Enterprise In New Condition

According to the analysis of Chinese and the western state-owned enterprises, we can find that its strategic aims are to save energy sources, pay attention to protecting environment, provide convenient and low-cost service for people living, improve its competitiveness in the field of high-tech and stratagem. In order to adapt to it, the performance evaluation system to the operator must be set by the characters of these industries.However, according to the analysis of the performance evaluation system of our operator of state-owned enterprise, we can find that, our appraisal system is the same to the operator of the commonly competitive field, what is not matching to the developing trend. On the basis of analyzing and researching the theory of performance, the author brings up the method of the Balanced Scorecard (BSC) to set index system of appraisal performance for our operator of state-owned enterprise, and uses the Analytic Hierarchy Process (AHP) to measure performance of the operator. And in order to promote rationalization of the system and boost the management of state-owned enterprise, I introduce the Binary Relative Effectiveness method of appraising the operator's effort degree based upon the Data Envelopment Analysis (DEA), and combine with the lengthways compare based upon history analysis.
