Research On Confliction And Coordination Path Between China's Textile Trade And Environment

With the enhancement of environmental protection consciousness in mind, the relation between trade and environment has made a vital subject in the world today. Since reform and opening started, China's textile trade has stimulated domestic growth, raised the consumer's of welfare, but also has brought about tremendous environmental damage to China. While our domestic environment is being damaged by the expansion of production caused by the trade growth, China's textile exports are facing with new challenges because of the emerging environment of foreign trade barriers. In order to explore a benign environment-friendly textile trade way, the impact of textile exports and the role of the environment has been clarified, and a balance between trade and environment has been searched.Based on analysis of the textile industry and trade and the environmental problems, using the combination of research methods that theoretical and empirical analysis, it has been discussed that textile trade is how to influence and effect on the environment. The author selects related data from textile industry from 1991 to 2007, including exports, industrial effluent discharge, industrial SO2 emission, solid waste disposal and energy consumption. The result suggests that the development of China s textile export has negative scale effects on the environment by excessive exploitation of resources and environment pollution, but the introduction and implementation of environmental technology has positive technical effects on the environment. However, the positive impacts of technical effects, together with structural effects, product effects and law effects still can t offset the negative impacts of scale effects. On the basis of above study, corresponding suggestions were raised to enhance positive impacts and reduce negative impacts of China s textile export on the environment.Then, for China's textile trade and environment conflicts, using the combination of qualitative and quantitative analysis methods, the best way to coordinate the trade and environment has been draw out that is the internalization of environmental costs. And the implementation mechanism of China's textile trade internalization of environmental costs is discussed. The environmental cost of textile trade is calculated by using environmental impact assessment method. The way to achieve environmental cost internalization is to pollution charge that the standard of pollution taxes has been calculated. And then the paper analyses the effects of internalization of environmental costs on international trade and the resulting conflicts about international trade.Finally, the paper makes some suggestions on how to adjust China's textile trade policy and relative domestic policies based on Chinese situations in environmental problems and intemalization of environmental costs and the trends in global internalization of environmental costs. The research on the relationship between China's textile trade and the environmental impact will make a contribution to the adjustment of foreign trade and environmental policies.
