The textile industry has always been our country`s traditional and dominant industry,and is the industry with international competitiveness and earns foreign exchange by exporting products,and addresses our country's surplus labor force in employment. It enjoys a vital position in china`s national economy.However, due to the characteristics of middle-pollution-industries , the undevelopment of environmental management technology, the unhealthiness of environmental regulatory system ,the environmental pollution brought by expansion of external demand becomes more and more serious.Becourse our environmental policies are not sound, the external costs are not included in the cost of products. As a result , china's textile export growth is in the non-sustainable growth.In this paper, against the this practical problems, through combining the theory of international competitiveness and environmental economic , and consolidating the data of textile exports and water pollution in recent years, by using the qualitative analysis and quantitative analysis method,we will prezent the methods to improve the sustainable compeitiveness of textile export.First of all, we will define and analyze the concepts and features about sustainable development of cocompetitiveness by combining the international economics theory and environmental economics theory;then by researching the textile trade and selecting the indicators of water pollution,we will make a research on the cost of pollution further; and then analysing the ecological barriers from the external environment.Through the analysis of china's textile industry and export, we consider that the sustainable development of china's textile trade is facing two major challenges: environmental pollution and ecological barriers. then by the internalization of external costs, the textile trade will breakthrough the challenges, and then make a research on the impact of internalization by qualitative and quantitative analysis.The qualitative analysis, mainly through the establishment of an equilibrium model to study the long-term and short-term impact of internalization .By analysing , we consider that the internalization of environmental costs will increase the cost and reduce the competitiveness in short term,but in long term, the innovative effect generated by the stimulus would be greater than the effect generated by the increase of cost,and in the end, the internalization of environmental costs will enhance the sustainable competitiveness. Quantitative analysis ,through the establishment of a measurement model,makes a quantitative and specific analysis on the impact of the internalization of water pollution.Through analysis,we consider that the internalization of the current costs of water pollution will not bring a significant negative impact,but if the cost continues to increase, when the cost of water pollution reaches 10 percent of production costs, the internalization of water pollution will have a significant negative impact.At last, under the guidance of the idear of sustainable development,we put forward proposals separately from the perspective of the government and enterprises, such as assesing a environmental tax,strengthening the development of eco-textiles and promoting clean production.
