The transformation of government functions adapted to the development of market economy is an important task of reform.This transformation means the government extricates itself from Microeconomic affairs separating government functions from enterprise management, separating government functions from those of institutions, separating government functions from social affairs and returning a part of functions to enterprise or transferring those to market or society. So in order to carrying out the change of government functions, a range of market-oriented industry associations must be constructed quickly and those function must be played fully. Lian Yungang locates the middle coast of our country, the west of Haizhou Wan, and the length of its coastline is 211.57km. With superior natural conditions and abundant marine resources, Haizhou Wan is really a good natural fishery along the coast of China. The cultured area is more than 100 mu . In 2009, the output of aquatic products was 0.5821 million tons and the output value was 63.5 billion yuan. The fishery population is 149 thousand, 28 thousand of them dredging and 39 thousand culturing. Manufacturing enterprise based on local aquatic products and trade has been developed soundly and fast. While, some of fishery Practitioners and enterprises going their own way and disorder compete happens from time to time. The enterprise management is controlled and culture technique training and extension depending on government only runs difficulty. Following the government guidance, a range of fishery industry associations were established in succession. Now, 215 associations have been established, including institution and co-operative. These associations play a important role in developing self-discipline, using various kinds of methods. June 2009, < development programs of Jiangsu coastal area > was approved by the State Council, which promoted the development of Lian Yungang to nation level. The marine and fishery are facing a good opportunity to make great progress. So, it is important to analyze the present Situation and problem of fishery industry associations in Lian Yungang , learn from other countries and provide a series of developmental ideas and some suggestions for the development of fishery economy, a change of government functions and safeguarding interest of fishermen.In this paper, based on the works previously, I provide a primary Study on present situation and problem of fishery industry associations in Lian Yungang as well as developmental ideas and some suggestions. I hope my paper can provide a basis for developing fishery industry associations in Lian Yungang and other areas.
