Study On The Industry Association In China And The Strategies For Its Development

In spite of the high speed and unbounded opportunities in its development, industry association in China has far fallen behind the development of Chinese economy for its runtishness caused by the planned economy construction, which makes it an important topic to study how to cultivate the industry association to better meet the need of the economy development. Still the effective policy on industry association lags behind its related theoretical study, whose causes cover the follows: the overlapping in the performance of rights between government and industry association, which makes it very difficult for the latter to secure smooth development;the intense bureaucracy and administrative factor in industry association, which blocks the implementation of industry association as a bridge linking the government and enterprises. Unless such problems be resolved in time, industry association would encounter bigger difficulties in its development.Therefore, it's of high significance to study the current problems and find the causes to raise some good methods to realize the function of industry association and to intensify the economy reform.The article focuses on the key issues constraining the development of industry association by analyzing the main problems present in it, and puts up the resolutions for such issues to promote industry association to better work for enterprises and to guarantee the development of national economy.There are seven parts in this article. The first part focuses on the background and the significance of this article, the brief on the present research on this topic and the means introduced in this article. The second part talks about the essential definition of industry association, its characteristics, classifications, functions, related definitions and a comparison on the functions between Chinese and foreign industry associations. The third part analyzes Trading Cost Theory, the basic theory in the research. The part concludes that two factors motivate the development of industry association: government and economic bodies, both of which aim at the smallest cost performanceby cooperating with industry association. Therefore, economical rationality is the driving force for the development of industry association. The forth part witnesses the development of Chinese industry association, generalizing its characteristics in different period and analyzing its current condition. On the basis of the current condition, the fifth part, the core of this article, concludes the general problems of Chinese industry association and the causes constraining the development of industry association. The sixth part raises several points on the reform of industry association by referring to the experiences of foreign industry associations (that of the USA acting as a persuasive talker outside chamber;that of Japan with clear division of functions;and that of Germany with well-developed law system). The seventh part, also the most important, brings forward the countermeasures against the problems involving in the development of industry association by governmental fostering and supporting, on the basis of the former analysis.According to the article, many unreasonable issues block the development of industry association, reflected as follows: the law of industry association is not well-developed and lack of legitimacy ■> The function of industry association is implicit and the orientation is deviated o The performance of industry association is much influenced by its bureaucracy and thus its autonomy is relatively limited o The mechanism of entrance permission to industry association is too rigid and the management is confused. The internal ability of the industry association is insufficient in construction and has obvious commercial inclination o The development and management of industry association can not be finished in a short time..
