As the rapid development of industrialization, urbanization and the change of industrial structure, the energy consumption has been increasing quickly, and the environmental problems is being serious day by day, especially in air pollution. It has not only affects on the economic development, but also people's lives and health. With this economic trend, the sustainable development will become more constraints of the energy and environment. So improving the efficiency of using energy, developing the technologies of cleaning energy, advocating energy conservation and reducing emissions are the inevitable choices to achieve sustainable development. Currently, the rate of energy gap has reached 55% in Jiangxi Province, which means that half of the energy must be recommended from outside. Because the energy resources are limited, in order not to affect economic development, improving energy efficiency has become particularly important in our province. From the data, the coal consumption reached 82.4% in Jiangxi Province in 2007, showing that it is a coal-based energy consumption structure. It will also lead to high carbon dioxide emissions in our province, which caused a great impact on the environment. Therefore, reducing emissions and improving environmental efficiency have become urgent.Firstly, this paper has summarized the progress about research of energy and environment using input-output analysis. It raises the shortcomings of existing studies and puts forward the ideas and the content about this article. And the second, it describes current situation of the energy and the environment in Jiangxi Province, and then specifically describes the basic theory of input-output method and model. After that, this article analyzes Coefficient of Energy Consumption and Coefficient of Carbon dioxide emission by working out a new Energy input-output table that has removed t price factors. The analysis obtained that the departments of high energy consumption and high carbon dioxide emission are the coal mining industry, power industry, chemical and related products, metal smelting and rolling processing industry, and non-metallic mineral products industry in Jiangxi Province. Then it makes out some relevant saving energy measures and countermeasures for these industries. Finally, this article makeup three indicators with the degrees of added value, energy consumption and carbon dioxide emissions, and analyzes the condition of the coordination of development among the economy, energy and environment in Jiangxi province. All the 18 departments are divided into four categories. Accordingly, it helps to formulate some related measures that advantage of overall economic development, and ultimately achieve the purposes for rapid economic development, energy efficiency and environmental efficiency.
