In 2009, the electronics & information industry and equipment manufacturing industry have been brought into the China top-ten industry promotion plan. What's more, the electronic and telecommunication equipments industry are the major components of them. With accumulating several years experience, china has become the largest base for manufacturing electronical products in the world, it also has formed a non-equilibrium structure which focuses on coastal areas after ten years of development and market selection, meanwhile, it has become the most unique and attractive industry in the manufacturing section. This report selects ten coastal provinces to compare and contrast their competences and competitiveness in this industry. Based on the revision of the achievements on industry competitive power, it initially analysis the developing situation and the industrial cluster environment of the electronic&telecommunication equipments industry in the coastal area. Then, from the respect of economic efficiency competitiveness, scale competitiveness, technological innovation competitiveness , and opening up competitiveness , this report elaborately evaluates and measures the competitive power of the general industry of the electronic &telecommunication equipments industry in ten coastal cities, along with five branch industries, by using the updated TOPSIS method entropy weight method instead of the subjective weighting approach. As a result, the electronic and telecommunications equipment industry shows the diverse performance on the different aspects of varied industry,e.g,Guangdong and Jiangsu have an advantage over the innovation of scale &technique, however, Beijing and Tianjin have got the upper hand on efficiency competitiveness. In addition, the report uses Porter's Diamond model system to describe the affecting competitiveness factors. At the same time, it also illustrates the different characteristic and limitations for electronic and telecommunications equipment manufacturing industry in coastal areas through five factors of agent of product, market requirement, related industry, government and enterprise strategic. Finally, in accordance with the above analysis of the industry competitiveness differences in coastal areas, it summarizes the problem mainly focus on lacking of independent innovation&talent resuorces, over dependence on the foreign investment, the lower Matching Capacity. Then, in order to enhance the industry competitiveness in coastal area, it proposes the recommendations from the angle of capital accumulation, industry cluster, the layout of production and so on.
