Since the middle of the 20th century, People pay growing attention to the the contribution of technological progress on economic growth and the importance of technological innovation to enterprise development. The rise of knowledge-based economy, broke the traditional industrial economy and agricultural economy dominated economic structure. Knowledge gradually increased its scale in means of production. It is an important strategic opportunity right now for China to achieve its economic and social development while the government functions are deeply reforming.
