The Local government investment in science and technology played a tremendous role in the innovative technology provinces."Shandong Province medium and long-term scientific and technological development Plan (2006-2020)"said that"inadequate investment in science and technology has become a major issue in the factors which restricted the development of science and technology.""11th Five-Year Plan"period is a basis period that in Shandong Province for the comprehensive construction of scientific and technological innovation province, so it's necessary "to establish a solid mechanism for multi-channel investment in science and technology to improve the efficiency of investment in science and technology". In multi-channel mechanism, the government input is of special significance. Government investment is not only an important source of investment in science and technology, but it also play a "guide and amplification" effect to the entire community of investment in science and technology. We need to adopt a variety of integrated policies and measures in establishing the solid scientific and technological input system and increasing the efficiency of investment in science and technology, so the reform of local government investment is one of the important part in science and technology approach.Local government (This article refers to the municipal government) reform of scientific and technological input has not been achieved major breakthrough ,and it has been followed the planned economic system that "financial allocation, permission to use" in the the planned economic system,so the reform of local government investment in science and technology has lagged behind in socio-economic reforms in various fields seriously. To further enhance the local scientific and technological innovation capability and improve the effectiveness of local government investment in science and technology, use the local government investment in technology rollingly, expanding the local government investment in science and technology channels, This study will use the theory of public goods and theory of public choice, with the current system, development background, discuss the cause of scientific and technological input of local government reform, aggregate the experiences and lessons from local government investment in science and technology in recent years, study the reform ideas of local government investment in science and technology in the new situation In the way of reform ideas, and proposed the concrete measures and run programes for the establishment of new mechanisms of local government investment in science and technology ,to provide theoretical preparations, options and decision-making for the reform of local government investment in science and technology.The first part of this paper is the introduction of a major study on the purpose and significance, and the research on the status quo at home and abroad, and point out that the thesis of innovation and inadequate.
