Research On The Performance Improvement Of The Administrative Examination And Approval Of The Construction Sector In Foshan.

The system of the administrative examination and approval in China was established in the early 1950s as a planned product. There is no doubt, as a major means of the government administrative management, the existing administrative approval system once played an important role in the development of the economy and the management of the social services. However, with the further development of the market economy, the drawbacks of the administrative approval system are becoming increasingly prominent, which, to some extent, limit the market and free competition, not conducive to the rational allocation of the resources, thus having increased the administrative cost and brought about repeated corruption. Therefore, it is absolutely necessary to improve the administrative approval system so as to establish and perfect the structure of the socialist marketing economy of our country.The theory of the system of administrative approval is based on the theory of government regulations, which originated in the West after World War II with the aim of overcoming market failures in the social and economic practice as a macroeconomic adjustment tool for further development. Since the early 1970s, Western economists have done much research on the government regulation theory, and the term"control system"was first raised by the American economist Stiege Lang in 1971. However, it was rather late for Chinese scholars to break the ice in the research of the government control theory. To be more exact, it only began in the late 90s of the 20th century, thus is still on the initial stage.This study starts with the analysis of the present situation of Foshan's administration approval practice in the sector of the construction industry, elaborate scientifically the problems in the process of the reform, and then from the perspective of the government's performance, put forward some measures to improve the administrative approval system and performance in Foshan.The thesis consists of five parts: the first part expounded the significance both practically and theoretically so as to make the research approach and method clear; at the same time, such key concepts as administrative approval, performance were defined in order to clarify the concept of the connotations and denotations of these concepts, with the purpose of further developing the study. The second part of the theoretical system of administrative approval, as well as the advanced foreign experience of control, the third part is the evolution of the system of administrative approval process, The fourth part began with the current situations of Foshan's administrative approval in the construction field to analyze the existing problems in the administrative approval system and performance management, and to explore the inner causes of the problems. As the key part of the thesis, the fifth part drew on the experiences of some foreign countries in the aspect of government control and put forward some constructive measures to improve the administrative approval system and performance management in Foshan's construction industry, based on the advanced experiences and lessons of some foreign countries and some cities in China as well.
