Study On Public Policy Of Science Popularization In Construction Of Innovative City Guangzhou

This paper aims to structure science popularization (SP) public policy which should adapt to the socialization development trend of SP, and is to table proposals of completing SP public policy needed by constructing innovative city Guangzhou. Confined to traditional SP concept and thinking, there is problem of singularity of measures which cannot fully mobilize the enthusiasm of SP subjects in current SP policies, and at present, SP researches based on the new concept of science communication (SC) have not been able to effectively guide the practice of SP and establishment of SP public policy, therefore,undoubtedly, structuring SP public policy beyond traditional SP concept have strong theoretical and practical significance. Based on the inductive analysis of western theoretical research achievements on science communication, connotation and measure of citizen scientific literacy, and domestic research findings on SC in recent years, this paper analyzed systematically the difference in connotation, purpose, subjects structure, operation mechanism, pattern of action, etc, between traditional SP and SC, analyzed SP current situation in Guangzhou city and the existing main problems of current SP policies, constructed SP public policy system based on the subject structure of SC and interaction of subjects. This paper also analyzed the connotation and features of innovative city, presented that the growth of innovative culture and public scientific literacy level as two basic elements in constructing an innovative city, and analyzed the relationship between innovative city construction and SP, and finally, according to new developing requirement of SP in construction of innovative city, presented suggestions of completing SP public policy of Guangzhou.This research thinks that the traditional SP system dominated by the government and scientific community went against the establishment and development of SP socialization operation mechanism, SP policy was behind of SP practice and needs of development, and the research on the concept and theory of SC opened up the view and development space of modern SP, also provided theoretical guidance to perfecting SP policy. This paper presented the basic theoretical framework of SC which consists of the connotation, subject structure and interaction of subjects, channel, mode, and the purpose of SC, and structured SP public policy system which covers each subject of SC. In the construction of an innovative city Guangzhou, the SP public policy should consist of these aspects as below: SP should be incorporated into the urban development strategy, put the responsibility of government in SP into practice, promote the implementation of the scientific community and media in SC, encourage the public participation and social resources investment in SC, promote the development of professional science communication troops, and promote the social cooperation in SC, promote social community to pay close attention to the relationship between science and society, launch the monitoring and evaluation in the development of science communication.
