The price regulation of refined oil is particularly important, as it changes with the pricing mechanism. This article is designed to find related legal, political, practical and other aspects of legitimacy of price regulation, and making it well-founded. First of all, chapter one introduced the meaning of legitimacy, the formation of refined oil prices, pricing methods and the basic theory of regulation, which is the background and basis of this paper. Secondly, chapter two, three and four, demonstrated the legitimacy of refined oil price regulation from three aspects. Chapter 2 is from the ethical aspects, including the moral standards, social justice, freedom and equality perspective; Chapter three is from the political side, since the oil price control is an administrative act, the basis of regulation legitimacy is the political legitimacy of their own, people-oriented concept and the requirements of government functions; Chapter four is from the legal aspects, since refined oil price regulation is a legal act itself, it is consistent with the requirements of formal justice and essential justice, and can promote the improvement the existing legal system. Chapter five discussed the implementation of refined oil price regulation, including the improvement of relevant laws and regulations, the establishment of a wide range of regulatory body, and clear regulatory principles. This paper describes the theory of price regulation, at the basis of analysis of the historical evolution and current situation of the refined oil prices regulation system, and through a combination of normative and empirical methods, raised the theory and practical basis of the legitimacy of refined oil prices regulation. Through the summarization of variety of doctrines and theories, this paper drew some useful conclusion.
