Royal Vopak is the world leader in Oil and Chemicals storage services organization, with offices and terminals all around the world. In 2008 in view of the fact of the effective economic growth of Vopak Asia particularly as result of the China region, Vopak China constituted a separated division as an independent management office together with the China operational terminals, reporting directly to the headquarters. Vopak China is leaded by the management office located in Shanghai, in order to avoid some generic risk, the performance and the strategy in the whole division has been reviewed and seemed the need to produce some changes in the way the decisions has been taken, in order to become a decision-driven organization with a cooperative structure model. This thesis studies a new decision-making reorganizational structure of the China Division, where the new management office works as the spider in the net (co-operation) with all the terminals of the division. To keep one of the division strategies "invest and develop a mature and robust organization aligned with our ambitions", the division has been looking to enhance the communication as well. The current strategy is to define and clarify the roles and the responsibilities among all the terminals and become a decision-making organization. This process is supported by an innovative decision-making matrix called RAPID, which evaluates the principal process of each functional direction, resulting in a better performance of the strategies, a quicker orientation of the process and avoiding bottlenecks. RAPID clarifies the organizational accountability by assigning a letter to everyone involved in the decision-making process.●Recommend; who makes a proposal, get together information and provide analysis for a rational decision●Agree; who must consent to a recommender previous the decision can progress ahead●Perform; who will Perform the actions needed to execute the decision●Input; will be the role for those who have interest to provide experiences that can affect the decision●Decides; who settle the decision-makes the decision happens and commits the organization to put it into action...
