Transportation is the fundamental and service industry of the national economy, and is the important foundation of rationalizing the distribution of resources and improving the quality and efficiency of economic operation. The history of the development of society has proved that it is very important for a country or region's economic and social development to development the transportation.Wuhan Urban Circle(WUC) is composed of Wuhan, Huangshi, Ezhou, Huanggang, Xiaogan, Xianning, Xiantao, Tianmen and Qianjiang, these 9cities. With the state's increasing inputs to the central areas and the "Rise of Central China Plan" implementing, the economic vitality of Wuhan Urban Circle will be continuously enhanced, and the flow of people and goods become more and more frequent. And the highway transportation holds up the great transportation arose by the economic development and the optimization and upgrading of the industrial structure in WUC, it will put forward higher requirements of the highway transportation, speeding up the construction of the highway transportation of WUC becomes more and more important to promote "the Rise of Central China". But there are many deficiencies in the highway transportation system of WUC, such as the low efficiency. Thus how to increase the transportation efficiency becomes an important problem desiderated solutionIn this paper, start with the system and efficiency of highway transportation definition, the factors that affect the highway transportation is expounded roundly. And then, with the status of highway transportation system of WUC, this paper analyzes and researches the factors that affect the highway transportation of WUC. Secondly, it establishes the evaluation index sign system of the highway transportation, and sets up the evaluation method of the highway transportation-the Data Envelopment analysis (DEA) and Stochastic Frontier Analysis (SFA) models. Thirdly, the value of the highway transportation indexes is calculated, and then respectively applies the DEA and SFA models to evaluate and analyze the highway transportation efficiency of WUC's 9 cities in 2006, then uses the SPSS software to cluster analyze the highway transportation DEA efficiency of the 9 cities and further uses cross-evaluation method to order the all cities. Fourthly, according to principle of statistics, this paper carries out the comparison and statistical analysis of the evaluation results of the two methods. The result shows that the WUC's highway transportation efficiency is relatively high as a whole; and the DEA ineffective cities all exist input redundancy and output deficiency problem, except Xianning the other cities all represent scales merit increasing. Additionally, the evaluation results based on DEA and SFA models have a high consistency. Finally, according to the evaluation and analysis, this paper makes proposals and takes measures on improving the efficiency.
