Study On The Persistence Of Trade Protectionism

With the rapid development of economic globalization and the ongoing of overall world trade liberalization, the traditional free trade theory has been widely recognized by economists, but it did not work well in the interpretation of international trade policy choices, and the paradox between free trade theory and trade protection policy remains a key issue in the field of international trade.The global financial crisis in 2008, followed by not only economic recession, high unemployment, but also international trade protectionism which intensified again, hindered the development of global trade liberalization. Moreover, the major trading economies in the West are holding the "trade liberalization" banner, however, at the same time, the Doha Round negotiations on agriculture are still of difficulties and setbacks, and Agricultural trade liberalization still remains stagnant without any progress; Copenhagen meeting ended without significant results, while ideas of "carbon tariff" as an excuse for trade protection are clearer and clearer; Sino-US trade war is escalating, especially anti-dumping cases are increased unceasingly. Therefore, it is of key theoretical and practical significance, to explore in essence of trade protectionism, to analyse trade protectionism theories and policy proposals, to discuss the international trading system, to research the factors behind trade protection policies, for us to have a correct view on the issue of international trade protection and formulate and implement trade development strategies promptly.This paper (Partâ… ) tried to analyse current situation and background of trade protectionism, from several views as the financial crisis and economic recession, the Doha Round negotiations on agriculture, Copenhagen meeting and Sino-US trade war, to make clear practical significance of the article; then clarify some important concepts such as trade liberalization, in order to pave the way for further research below; then describe the literature and research ideas, methods, and basic structure, innovation and defect, problems to be solved, as a basis to brief focus for the full text. Subsequently this paper(Partâ…¡), from a realistic system, analyzes the stubborn Trade Protectionism in the international trade protection system, especially several important international trading system and practice, for example, specify WTO trade system have reserved some seat and foundation for new trade protection policy; based on purely economic trade theory of trade protection policy in the confusion encountered in practice, this section attempts to further explore the paradox between trade protection policy in practice and free trade theory, especially trade protection behind the international trading system, and the flood of new trade protectionism under international trading system; Finally, find the root cause of the existence of trade protectionism in the international trade system, which is the international trading system in the power manipulation, as reference policy and basic premise provided to the following key issues of trade protection in the main trading area. Again (Partâ…¢), the empirical analysis, focusing on analysis of contemporary trade protection in key areas, such as agricultural trade, sunset industries in developed countries and developing countries emerging industry, which, through the current status and features analysis on trade protection in key areas and compared with major national situation of trade protection in related areas, in order to come to China's trade policy direction in the relevant field, to move closer to the topic. Finally, the conclusion and suggestion(Partâ…£), from a long history of trade protectionism and the theory base as the premise of its long-term, to the policy basis and political determinant factors of policy persistence of trade protectionism, in the international trading system, to the discussion on contemporary trade in some key areas that require long-term trade protection, come to the conclusion that is contemporary main areas of international trade with long-term trade protection requirement.This article through a combination of research methods between normative analysis and empirical analysis, combined with the logic induction and deduction means, analyze international trade long-term protection. Specifically, the theoretical framework is built on the standard analytical methods and inductive logic means, on the basis of previous theoretical studies, through inductive theory on the history evolution of trade protectionism policies and related policy proposals, analyses its background, causes and economic impact, as the premise basis of long-term trade protectionism for below and theme; on the basis of classical, neo-classical theory analysis, in reference with the political economics and institutional economics of trade policy as theoretical tools, it further analyse the real system, and in the use of a general theoretical framework through induction and deduction, as several important international trading system for example, to analyse international trade protection system stubborn protectionism, specifically for the new WTO trade protection reserved for the institutional foundation for policy and political factors from the perspective of the international trading system, further reveals the existence of the root causes of trade protectionism, the international trading system in the power manipulation, as policy reference and political basis for the following trade protection issues in the key trading area; the researching methods used in the analysis of the key areas of contemporary trade protection, include empirical analysis, especially historical analysis, comparative analysis, data and statistical analysis, case studies, etc., combined with logical induction and deduction methods, those all highlights the contemporary trade in the main areas that require long-term trade protection; Finally, analysis from the economic political point of view, through a general theoretical framework combined with deductive reasoning, explain political factors in international trade determine the long-term trade protectionism; finally, from above, it draw conclusions and recommendations to explain international trade protectionism and political factors determine the long-term, and coping strategies related to our proposal.
