A Study Of Local-government S&T Investment At The Goal Of Innovation

In knowledge and information-based economy time, technological progress and technological innovation is increasingly becoming a decisive force in sustainable economic development in a country or region. As the important supporting conditions of technological innovation, S&T funds has been got the government's attention. Because awareness of independent innovation in enterprises is not high and low investment in the status of science and technology funds, strengthening the guidance of the government R&D activities and increasing government investment in S&T funds have become the necessary means in an innovative country at the present stage. Especially with the implementation of fiscal reform, as an important part of science and technology system, local government investment has got the attention of the local government, local government expenditure on S&T has been beyond the central government expenditure on science and technology. However, the study about local government research investment is very little in theory. In order to improve funding for local government investment in regional innovation, it is necessary to carry out a systematic analysis.In this paper, in order to building an innovative country and effectively stimulating technological innovation, analysising the structure and mode of local government investment in S&T with the method of combining with Qualitative analysis and quantitative analysis, theoretical analysis and empirical analysis. This paper will provide the theoretical basis to optimize the investment structure and improve investment in S&T funding model, and provide an effective incentive mechanism to the central government. So the local government investment in S&T funding becomes more scientific and reasonable.This article consists of three parts. Part I:Theory articles. First of all, defining the concept of investment in S&T funds. Secondly, analyzing of the need for local government investment in S&T funds with the qualitative analysis method. Finally, through the elaboration of the relevant mathematical model derived R&Dinvestment, and government R&D structure of social innovation.Part II:Empirical articles. Firstly, cointegration analysis of the local government investment in S&T relationship with the independent innovation. Secondly, quantitativly analyzing the structure of local government investment in S&T funds. Analysis of the distribution of local government funding in R&D departments, pointing out that the local government to strengthen the induction of the enterprise. Local research institutions and universities must exit from the field of applied research and experimental development. Analysis of the distribution of local government funding in different stages of R&D, through the comparison of various provinces and cities get the result:some areas are showing "advanced" status and some areas are out of "lag" state.PartⅢ: operation of the articles. Making local government investment in S&T funding model. This part is the core of the solution of the structural problems of local government investment in S&T. Through the establishment of closed-circuit system, incluing target system, information systems, incentives, supervision mechanism and macro-management methods to improve the funding of local government investment in S&T. In the incentive and monitoring mechanisms, getting the reasons of objectives deviations through the promotion model analysis,and establishing the coordination mechanism about local government investment in S&T funds.The main job is to analyze the structure of local government investment in S&T funding problems, and establish the macro-management mode of local government investment in S&T funds,and proposed funding for local government investment in science and technology incentives and coordination mechanisms. On this basis, proposing incentives and coordination mechanisms for local government investment in S&T funds.
