Manufacturing logistics is an important component of China's logistics industry. The development level of manufacturing logistics is directly related to the efficiency and effectiveness of manufacturing enterprises. It is the key point to enhance the core competitiveness of manufacturing sector. Therefore, integration and coordination development of manufacturing and logistics industry are important means for industrial restructuring and economic growth transformation.Firstly, this article introduced the Core Competence Theory, Transaction Costs Theory, Cooperative Game Theory and Synergetics Theory into the coordinated development of manufacturing and logistics industry. With the guide of this theory, manufacturing and logistics industry get involved in each other's enterprise management, organization, planning, operation and control processes in the pursuit of intensive management of resource and optimization of enterprise-wide collaboration, finally to improve the overall strength of these industries from the win-win perspective.Second, from the analysis, regarding the lack of existing relevant indicators on development of manufacturing and logistics industry, combining the characteristic of manufacturing and logistics development in Hangzhou, this article built the evaluation index system of coordinated development of manufacturing and logistics industry from CTGS perspective, and launched a description of the specific meaning and classification of indicators. In order to quantitatively analyze the coordinated degree and other influencing factors of manufacturing and logistics development in Hangzhou, it constructed the principal component-Grey Relational Model (PGR model) to dispose the indicators selected due to comparison with the current solution to the coordinated degree, and the lack of multi indicators and gray data processing. According to the results of PGR model processing, it reaches a conclusion that the comprehensive development of manufacturing and logistics industry in Hangzhou is in the critical state for coordination and lack of coordination, the main variables of coordinated development are fixed investment, tonnage mileage, manufacturing output and the number of foreign-invested enterprises. Meanwhile, this paper made a simulation study of controllable variables to predict future coordination of manufacturing and logistics industry in Hangzhou, also provided a scientific basis for the regulation of promotion in the coordinated development of manufacturing and logistics industry. The content of this study can be summarized as the following:(1) Introducing core competitiveness theory, transaction cost theory, cooperative game theory and synergetic theory to explain the theoretical basis of coordinated development of manufacturing and logistics industry; help to build evaluation index system of coordinated development in manufacturing and logistics industry from CTGS perspective.(2) Proposing the principal component-Grey Relational Model (PGR model); making quantitative data processing; to measure the coordination conditions between manufacturing and logistics industry through the coordinated degree and to find out the main influencing factors of the coordinated development between the two.(3) For the current manufacturing and logistics industry linkage status is only from the qualitative angle, aiming at this description shortage, this paper made simulation studies within the two to provide quantitative basis for government regulation of relevant issues.
