Nowadays, it is one of hotspots that middle and small enterprises (SME) can hardly have funded. One of good ways to solve this problem is to build Guarantee Institutions for SME funding, which include political Guarantee Institutions, Commercial Guarantee Institutions, and Mutual Guarantee Institutions (MGIs). The purpose of this paper is studying how MGIs run to make them better. After collecting and summarizing related theories and cases, this paper, considering practice in domestic MGIs, analyses the nongovernmental MGIs' operation, which is the main point. Then this paper goes further to analyses the circumstance factors which influence the MGIs to develop, including laws themselves and supervision, and points out some advice.There are some details:We collect and summarize related theories in the first chapter; and we devote chapter 2 to talk about how the MGIs run in China, including their type of organization, operational mechanism, ratio of risk sharing, and their practice. Then, in the 3rd chapter, we point out that there are some factors which restrict their developing:the factors inside are that MGIs have systematic risk, less cooperation with other related agencies or organization and professional stuff; the factors outside are lack of laws of supervision for the whole Guarantee Institutions—which is undefined and less efficient; The 4th chapter indicates some advances toward the problems above to help the Security industry, which are to build multi-cooperation MGIs, and improve their external conditions—including intensified laws and regulations to enhance supervision, promoting self-monitioring.By lessons learned from the practice of MGIs, an innovative point in this paper is to build a multi-cooperation MGI, which is funded by local government and cooperates with Re-guarantee institutions, commercial banks and Industry and Commerce Union. It has more transparency information and extensive cooperation.
