Study On The Safety Requirements And Recall System Of Textiles And Apparel In Domestic And Abroad And Countermeasures

Recall in motors or electronic industry that was frequently listed has already appeared in textiles and apparel industry and caused certain loss to textiles and apparel enterprises in China. The explosion of recall cases must be paid widely attention to. That textiles and apparel made in China are blocked or recalled has been concerned in domestic and abroad. Obviously, the research on defect products recall system abroad benefits to ensure textiles and apparel trade smoothly export and healthy development, and to protect the interests of consumers in China.The reason of textiles and apparel made in China were frequently recalled is mainly the diversity in textiles and apparel safety requirements in domestic and abroad and the difficulties of most enterprises in China getting the information of related technology legislation and standard abroad. Therefore, the comprehensive, intensive and systematic research on textiles and apparel safety requirements and related technical legislation and standard is very useful to evade the risk of textiles and apparel recalled and to break technical trade barrier abroad.We can found from the current study that the safety technical legislations and standards of textiles and apparel had been formulated continuously in home and abroad, but the research on safety requirements and differences is defective, and systematic summary on safety technical legislations and standards is also vacant; The research on defect and recall of textiles and apparel is vacant because textiles and apparel had been seen common consumer products to conduct recall; Manufacture defect was mainly studied and design defect less in China; The research on the quality control of textiles and apparel in China focuses mainly on quality control, production management and inspection items in import and export trade, while the research on safety supervisory items is defective; The research on textiles and apparel recall in home and abroad focuses mainly on the recall system of defective products, motor, food, medicine and so on, the recall system of textiles and apparel is not involved.Considering limitations of previous studies above, this study take both safety consumption and defect of textiles and apparel into consideration and discuss textiles and apparel recall and the establishment of textiles and apparel recall system.The first section of this dissertation reviewed the trends of the research on textiles and apparel recall, then the outline of this study was put forward. In the process of study, the dissertation insists on integrating the therical and practice research method. The paper had theoretical analysis on safety consumption and recall of textiles and apparel, statistical analysis of a great lot recall cases aboard, conversation with experts of foreign inspection institution and market research on children clothing in Shanghai.The main work of this study include four aspects:(1) Textiles and apparel safety consumption in home and abroadDiscussing the definition, classify and requirements of textiles and apparel safety consumption in home and abroad, and making depth analysis the differences of requirements; Summarizing systematically textiles and apparel safety technology legislation and standard in home and abroad and making variance analysis.(2) Textiles and apparel recall in home and abroadThrough researching on the operation model of consumer products recall and food recall abroad, discussing related theory of textiles and apparel recall in China:the definition, decision principle, classification system and remedial measure of product defect in textiles and apparel recall; the definition, purpose, classification and assessment of textiles and apparel recall; the action plan and procedure of textiles and apparel recall. (3) The statistical analysis of textiles and apparel recall cases abroadAnalyzing statistically a large number of textiles and apparel recall cases abroad, discussing the reason of recall, remedial measure taken, and the deep seated cause of safety factors in these recall cases.(4) Establishing the coping strategy of textiles and apparel recall abroadSetting up textiles and apparel recall guidelines in China and safety standards of drawstrings and cords on children's clothing in import and export. And put forward the practicality plans for government and enterprises on how to cope with textiles and apparel recall abroad.Compared with former studies concerning safety consumption and recall of textiles and recall, the following aspects are unique points of this study:(1) Systematic summary and variance analysis of textiles and apparel safety technology legislation and standard in home and abroad;(2) The definition and classify of textiles and apparel safety consumption and the variance analysis of the safety consumption requirements in home and abroad;(3) The definition, classify and decision principle of textiles and apparel defect in China;(4) Combining the characteristics of textiles and apparel, setting up textiles and apparel recall guidelines suitable for national conditions of China;(5) The formulation of drawstrings and cords safety standards in China;(6) Put forward the practicality plans for government and enterprises on how to cope with textiles and apparel recall abroad.
