The Exploring And Analyzing In Food Recall System In China

From the last decade, the food safety events happened frequently all around the word. The food safety problem has become a global hot topic. Thus, as an important part of the food safety supervision system, the food recall system has attracted highly attention. Food recall, which is a preventive measure, belongs to the recalling of defect food. It aims at avoiding or reducing the dangerous of unsafe food from people through recalling such kinds of food.Food recall system was founded by America at twenty 60s, followed by Canada, Australia, UK and many other western countries. The development of Chinese food recall system began a little late. The system is still need to be improved with a lot of immaturity problems. Furthermore, the recent situation of Chinese food safety is severe due to the frequently momentous food safety events. Therefore, as the back line of the food safety supervision, the food recall system of China is needed to be consummated urgently.This assignment begins with the recent situation and the meaning of food safety. Then it analyses the food recall system, point out the necessity of founding the system. After that, the assignment compares the different food recall systems among western countries. Finally, it puts forward proposals of improving Chinese food safety system, which base on the national situation and the advance experiences from abroad. The food recalls system is derivated by introducing the food safe condition of our country.The content of food safety and the concrete system of food recalls are laborated in detail in the second part.Then the writer points out the necessity of building up the food recalls system under the current situation and analyzes contrastly similar systems with this one.In the third part the writer introduces the present condition of our country's food recalls system on the foundation of studying the history of development of it, and points out existent problems and shortages among it.In the fourth part the writer analyzes the food recalls systems of the United States, Canada and Australia with a view to proposing reference to our country's food recalls system.In the fifth part, based on experiences of other countries and the current situation of China, the writer proposes recommendations to perfecting our country's food recalls system which include:strengthening the legal system construction of the food recalls system, clearing the responsibilities of regulators, strengthening government oversight, increasing the penalties for violations, establishing food traceability system and food quality standard system, liability insurance system to establishing food recall and etc.The sixth part is the conclusion of this study. Firstly, the writer re-emphasizes the importance of the food recalls system, then points out the great room for development of our country's food recalls system.
