Research On The Structure-oriented Regional Innovation System

Being an important part of national innovation system, regional innovation system has become a support for the development of regional economy and forming of competitiveness. Research on regional innovation system is always a hot topic home and abroad. Suffering from the economic fluctuation which caused by the global financial crisis in 2008, the construction of the regional innovation system faced a new chance and challenge. The way we research on regional innovation must be based on specific environment. By doing through-out analysis of the internal factors of the system and the change of the environment, and by reassembling innovation recourse and determining new operation rules, it can construct a new national innovation system that enhances the development of a region.Under the influence of economic fluctuation caused by the financial crisis, the paper concentrates on Structure-oriented regional innovation system which changes in the process of Economic restructuring. By doing much analysis of data and some understanding of original system, the combine of economic restructuring and the regional innovation system is put forward for the first time, it concludes the feature, construction, function, elements and the running environment, as meanwhile the dynamic mechanism and function, also it constructs a new system under a particular condition and points the interior changes and the exterior suitable conditions at the background of a new situation. Finally, combined with the situation, the paper studies the path that the construction of the system and the policy mechanism. At the meantime, the paper uses ISM to verify the Structure-oriented regional innovation system which has built before and using DEA to build an evaluation index system.
