Survey And Strategies On Export Enterprises' Using FTA Policies In Henan Province

Since China joined the WTO, China's economy rapidly integrated into the world with the increase in both depth and breadth. As the WTO multilateral trade negotiations frustrated, the WTO rules designed to promote global trade liberalization are marginalized, while development of the regional economic integration is quickly, particularly which has emerged accelerating development trend in recent years. States generally have recognized the importance of the development of regional economic integration, they have become involved, according to statistics, there are about various forms, all kinds of names free trade area having more than 700 around the world, covering five continents and more than 100 countries and regions. About one-third of free trade area is established by developed countries, the remaining two- thirds is set up by the developing countries and regions. How much a country signs free trade agreement (Free trade Agreement) and the degree of usage has become an important criterion of the measure of a country's openness and economic development , while determines whether the products of export enterprises have international competitiveness , whether a country's economic development is potential. Whether A country can take the initiative remaining invincible in the fierce international competition in the future depends very much on whether to establish a well-developed FTA networks. China as the world's second largest economy, will certainly not miss the historical opportunity of developing free trade area , as an important component of East Asian economies. China not only actively seek to establish FTA with geopolitical close neighboring countries ,but also are trying to build FTA in wider range of possibilities and has made some achievements. Up to now, China has signed six free trade agreement (FTA) and two Closer Economic Partnership Agreements (CEPA) under the same framework . In theory, these agreements will promote the exports of our province's foreign trade enterprises, and enterprises in our province will actively use these FTA policies in the export. However, What is the fact? This study shows that there are many problems in the use of FTA policies in Henan province.This paper firstly introduces the significance of this topic, related researches at home and abroad, as well as the main contents of the article, methods and innovations. Export enterprises in our province can not effectively use FTA preferential policies, so they are suffering the loss which can be avoided. In order to encourage enterprises to use FTA preferential policies in our province and expand trade interests, by the provincial government project, Professor Yang Hongen who is in charge, They launched the special investigation about the using FTA preferential policy of export enterprises.The author conducted focused study under the guidance of Professor Yang. Because the study itself is to solve the actual problem, this research has realistic significance. Meanwhile, in our country the research to a provincial export enterprises using FTA policy is the first time,so it has theoretical significance.In this paper, I design questionnaires and visit foreign trade sectors. By these, the data is obtained, thus ensuring the data has authenticity, validity. When comparing the findings, using tables and graphics make conclusions intuitive and clear. Because of this province in the use of FTA trade preferences export enterprises when doing a comparison with other trade preferences. So next the article describes China's export enterprises can take advantage of trade preferences and summarize the definition of trade incentives, features and the current development situation briefly.At the same time analyse FTA policy in details.When analysing the situation about how the export enterprises in our province use FTA preferential policies, we adopt comparing methods. I find a serious shortage of using FTA trade preferences. On this basis, I further analyse the reson for bad using of FTA preferential policy, and propose practical recommendations for the Government. We can see from the survey results that export enterprises in our province using FTA trade preferences compared with other trade preferences are insufficient, and the level of using it is different. There are many reasons, in general they can be divided into three categories. First it is the reason of their own, the second reason is government services, the third category is the reason of FTA policy itself. FTA policy is the new era, a new stage of the largest trade preferential discount rate, the extensive application of the policy needs a lot of facilities, such as: government related departments to strengthen our specialized personnel, the establishment of specialized agencies, the change of enterprise concept, the construction of qualified personnel, the accumulation of experience and so on. By analyzing the resons for the bad using preferential policies in our province, we mainly give suggestions from two aspects in this paper. on the one hand against the Government, on the one hand against the company itself. The Government should construct the FTA positivly, improve efficiency, set up research and integrate service network . Enterprises should innovate their own incentive mechanism , establish their own industry associations and fully understand the importance of preferential use of FTA. We want to improve the rate of using trade preferential policies in our province as soon as possible to gain more benefit ,which need the government and businesses to work together. Because the FTA policies are beyond the level of democratic countries, so companies and governments talked about here not only refer to our government and enterprises, but also include all the other governments and enterprises which have signed free trade agreement with China.
