Hi-tech industrial cluster is nowadays, with the fast development of knowledge-based economy, rapidly replacing the traditional industrial cluster and becoming the engines of the Regional, to some degree, a nation's economy development. However, along with the Hi-tech cluster's expansion, the inherent characteristics of the cluster such as external threats (technical discontinuousness, the change of market demand, etc.) and internal limitations (groupthink usually caused by excessive amalgamation inhibits innovation) will inevitably cause it into recession. The integrated development of industrial cluster would be an efficient way to avoid such dilemma. Industrial integration is the readjustment of the industrial structure of the existing cluster, that is, to promote the cluster's innovation capability by adjusting the connection form between whose main agents, so as to make the structure of the industrial cluster improved and upgraded. Innovation is one of the most important characteristics of the industrial integration. Comparing with the innovation mode of industrial cluster, the innovation of the industrial integration would be easier and more frequent due to the tight inter-actor relation and more frequent cooperative innovation between agents. Moreover, knowledge is the base and prerequisite of innovation, therefore, Hi-tech cluster can be viewed as a knowledge-based and innovation-oriented organization which is different from the traditional cluster.There are various ways to gain knowledge for hi-tech cluster enterprises, like in-house research and external learning, etc. while the most efficient way of learning is to acquire knowledge through University-Industry collaboration, this is because university and research institutes are the "knowledge source" of a hi-tech cluster. Universities and research institutes not only have plenty of scientific research personnel and advanced testing equipments, but also with the geographical proximity advantage. All in all, university, industry, research institute integrated innovation is an effective approach to promote the hi-tech cluster's integrated development.Due to the U-I collaboration's systematic characteristics, the paper adopted System Dynamics to analyze the internal structure of the UIR integrated innovation system. The paper, firstly divides the UIR integrated innovation system into three parts which are knowledge innovation subsystem, technology innovation subsystem and innovation environment subsystem respectively. Then, the paper analyzes the casual-loops of the three subsystems separately with the help of casual-loop analysis function of SD. Based on this, the paper establishes the SD model of the UIR integrated innovation system through flow graph function of the SD. In the end of this paper, based on the established SD model, is the analysis of the status quo of as well as the development trends of Dalian high-tech industrial park under five policy proposals. Finally, based on the simulation, the paper proposed some policy suggestions to promote the UIR integrated innovation of Dalian high-tech industrial park.
