China Construction Project Bid Management Mechanism

Since the public bidding has introducted in China's construction, from then on its nearly two decades. Bidding mechanism is for improving the quality of construction projects and avoid the waste of social resources , it plays an important role. However, with the continuous development of economy and society, this mechanism there are many urgent problems, such as: bidding mechanism design errors, and insufficient incentives for other agents. On the one hand, construction projects can not copy the bidding patterns of other industries, but from their own reality; on the other hand, the prevalence of agents makes the design of incentive mechanisms become increasingly important. Thus, the tender side of how to design the bidding mechanism and incentive mechanism to prevent "adverse selection" and "moral hazard", with practical significance.The essence of the bidding process is auction, so the design of the mechanism need for guidance related to auction theory. On the other hand, as mentioned above, with the continuous development of bidding models, the introduction agencies increasingly common, based on this, this paper argues, it is necessary to introduce agency, the tenders for the behavior of institutions and agents to inspect, to realize the behavior of the bidding process conducted in-depth analysis.Using the relevant auction theory,with the in-depth analysis of the tender bidding process incentive which constraints faced by the parties, and accordingly the corresponding optimal selection strategy; for the issue of how to motivate an agent, this follow from the inside out, from small to number of order rights from within, external reputation, and the agent's possible actions over Tasks in areas such as design, in order to tend to his approach Ji Li Wan Quan.To make the reader have a more intuitive impression, in the end of the article,the author takes the construction of Guangzhou as an example, explores the problems it lie, and make relevant policy recommendations.
