Policy Performance Of State-owned Enterprises

Due to the basic philosophy foundation liberalism is the mainstream economics, represented by America's leadership and the developed countries most affected by the international economic organizations, such as the IMF, the OECD, etc are assets that only by self-interest maximization in private hands is efficient, therefore, the government should as far as possible to avoid direct intervention of enterprises.To solve these problems, this chapter reviews from enterprise theory, the theory of state-owned enterprises' contribution, and then use the extension GHM model, theoretically made clear state-owned enterprises, and the properties of the case that the essence of state-owned enterprises is to realize policy target function of the indispensable tools.Based on the above, this article chapter of state-owned enterprise performance evaluation criteria are analyzed and reviewed the state-owned enterprise performance evaluation of arguments, and to the enterprise's financial performance evaluation methods for the state-owned enterprises, and puts forward some policy performance evaluation of state-owned enterprises, and through the bank of America nationalisation cost-benefit cases are given. The paper emphasizes on the performance of state-owned enterprises, and not only consider the enterprise itself, the financial performance of state-owned enterprises must consider policy performance. So, in the nationalization and privatisation, all needs to pay attention to the state-owned enterprise to realize national policy goals in action and the cost of pay. Whether you choose to state-owned enterprises to realize policy goals as the policy tool, is a kind among many policy tool costs and benefits of the tradeoff between.Our study is elementary and basical, just put forward the concept of state-owned enterprise policy, and just performance by cases, there is also have some important details haven't been invovled in our study.
