Based on the theory of sustainable development, forest classification management theory, public goods theory, property right theory, the principal-agent theory and organization performance appraisal theory as the support, to the domestic and foreign literature and the results sorted, analyzed by expert scoring method and analytic hierarchy process, the combination of history and reality analysis, empirical analysis and normative analysis, qualitative analysis is combined with quantitative analysis, questionnaire survey and field investigation and other methods, the northeast and Inner Mongolia state-owned forest resources management situation and the existing problems were analyzed, using the comprehensive performance evaluation system of state-owned forest resources management and organization of the empirical analysis of the commercial forest management and forestry enterprises, many problems that restrict the business organizational performance the play put forward related countermeasures.First of all, to establish the theoretical basis of this study and the basic theory, under the guidance of the relevant theory, clear the concept of state-owned forest resources classification management organization, in the state-owned forest resources management based on organization of forest classification management is divided into state-owned ecological forest management organizations and state-owned commercial forest management organization, clear business goals and business classification management organization the.
