In the transition from a planned economy to a market economy, the Chinese government at all levels run by the traditional way-closed office building management mode, there are high costs, low efficiency, does not meet all the needs of the objective situation of the state, and various other disadvantages. In the line of institutional reform and building service, saving the Government authorities in the context of specific responsibilities for all levels of Government Office building operation and management of service management sector, are trying to make a public service contract for outsourcing market, and so the new public management theory and practical work, the Office building (area) estate management, and other logistical services for the community to outsourcing. Currently, this area of practice is far ahead of theoretical research, Government Office building estate management either from it own market or market itself there are many problems to solve. Solving these problems for promoting the development of the industry is of great practical significance.This article is divided into five chapters, the first chapter describes research background, titles, and public choice theory related to this paper. Chapter II describes the Chinese Government offices administration system, analysis of the Government Office building (area) of the traditional problems of management mode and the Chinese Government estate management of the market situation. Chapter III on foreign Government Office building (area)-running management mode, find out their experience for China. Chapter IV to Jiangsu Yancheng municipal government office building estate management reform as example, a Government Office building estate management content analysis, including the management mode and specific management content, incident handling and organ specificity of the property. Chapter V is a core part of this article, discusses Government Affairs management trends. Government Office building estate management market development problems are analysed , from four aspects at the process of marketlization to made a perfect trade laws and regulations, gradually standardize funding standards and developing specialized markets and improve service quality supervision system.
