Earlier this year, the CPC Central Committee and the State Council issued Opinions on increasing and balancing urban and rural development, while further consolidating the foundation of rural development and agriculture, which is the country's seventh No.1 document focusing on "San Nong" agriculture, rural areas and farmers, since the new century. This fully shows the great attention and strong determination of the country to solve the problem of "San Nong" However, in terms of agriculture, one of the key issues of the "San Nong" problem, it is a major research subject to find an efficient way out in realizing the agricultural modernization.Currently, the process of the urbanization is accelerating with the phenomenon of population movement from rural areas to urban areas. In this course, due to the increasingly prominent problems of high population density, traffic pressure, ecological and environmental protection and sustainable development, new requirements in strengthening the harmonious development of city and countryside has arisen. As an important content of modern agriculture, urban agriculture has gained more and more attention of the government and the entire society. According to the practices of domestic and foreign cities, vigorous development of urban agriculture is of realistic significance while adapts to the level of productivity development. Through the development of urban agriculture, the overall strategic targets such as increase of farmers'income, improvement of agricultural efficiency, and integration of urban areas and rural areas, will be realized ahead of schedule by taking advantage of the function of production, tourism, entertainment and ecology of the urban agriculture.In the development of urban agriculture, the acceleration of urbanization must be taken into consideration as one of the most important factors, because the developing scale and speed of the urban agriculture, the integration of the urban areas and rural areas are closely connected with the process of urbanization. At the same time, the development of urban agriculture will also help accelerate the urbanization continually.Based on the background of the acceleration of urbanization, this thesis briefly discusses the impact which the urbanization has made on the development of agriculture, and analyses the nature and connotation of urban agriculture. Meanwhile, it combines with the current situation of agricultural development in Jiading District of Shanghai in order to seek for an effective way to develop urban agriculture in China under the background of urbanization.
