The Development Situation And Path Study Of County Economy In Anhui Province

The 16th Party Congress makes clear that the strategic task of building a well-off society in an all-round way will be finished in the first two decades of this century. And new requirements of realizing the goal of the comprehensive construction of the well-off society have been put forward at the 17th Party Congress. The development of county economy makes a very important role in the solutions to the problems of "San Nong(countryside, farmer and agriculture)", the construction of new socialism countryside and the realization of the well-off society. To develop county economy comes up firstly at the 16th Party Congress, and policies of "developing county economy" and "strengthening the vitality of county economy" are clearly illustrated in the No.1 central document of 2006,2007,2008 and 2009.County economy is not only the basic unit of Chinese economic development, but also the weakest link.The development of county economy in Anhui lags behind, and has a larger gap in the economic output and the per-capita level of some provinces with higher development of county economy. All these have a serious influence on the course of building a well-off society in Anhui.This paper makes a comprehensive analysis of the development situation and existing problems of county economy (such as:the backward overall level of county economy, the imbalance of county economy development, the low level of county industry structure, the poor quality of county labors, insufficient creativity of county management system and the serious situation of environment protection) in Anhui province, relying on theories concerned with county economy development, standing on the point of the reality of Anhui county economic development and using the following methods:literature and document, investigation and research, comparative study, cross-disciplinary study, quantitative and qualitative study. Meanwhile, it takes example by provinces with higher county economy development, such as:the mode of south Jiangsu characterized by developing township enterprises, the mode of Zhejiang by private economy, the mode of Shandong by agricultural industrialization, the mode of Changsha by leading industry, etc. Based on this study, it also puts forward overall planning ideas and implementing paths applied to the development of county economy in Anhui province. These overall requirements are embodied in the development of county economy in Anhui province with the guidance of the scientific outlook on development, taking solutions to the problems of "San Nong(countryside, farmer and agriculture)" as the core of the research, seeking truth from facts as working methods.Specific implementing paths are reflected in speeding up the transformation of traditional agriculture to modern agriculture, promoting the construction of new socialist countryside, strengthening optimization of industrial structure, realizing the development of industrial cluster, implementing new industrialization strategy, improving the level of county industrialization in Anhui, building county non-public sectors of economy, constructing perfect private economy system, developing human resources vigorously, improving the quality of labors, deepening the reform of administrative system, stimulating the vitality of county economy development, and strengthening the construction of ecological environment to provide good external conditions for the development of county economy.
