Study On Support System Of Technical Service For Private Forest After Forest Tenure Reform

This paper analyzes firstly the development course,operation models and existing features of the private forest in Fujian province.Then it makes a full analysis of present situation and existing problems of the technical services for private forest in Fujian after the forest tenure reform,and it describes some of the foreign support policies for private forest technical services and their reference significance for China.Finally,it constructs a set of support systems of technical services for the private forest in Fujian,and it proposes correspondly some appropriate safeguards.The article is divided into six parts,such as:The first part is introductory.lt presents the background of this study,the significance of research this study methods and routes as well as the definition of related concepts.The second part is mainly to analyze the of the development course,operation models and existing features of the private forest in Fujian province.Firstly it divides the development of private forest into three major stages such as start,explore,depth.Secondly,it analyzes the three kinds of operation models of the private forest such as household management,business management,cooperative organizations management.Finally it analyzes the natural characteristic,economic characteristic,size characteristic the foresters'technical behavior characteristic of the private forest in Fujian province.The third part mainly analyzes the present situation and existing problems of the technical services for private forest in Fujian.Firstly,it summarizes the basic conditions of the technical service for sprivate forest in Fujian.Then it analyzes the present situation of the technical services for private forest in Fujian after the forest tenure reform,including the support policy to forestry research and promotional activities,the technical support for forestry enterprises and other business entities,the support to the the construction of the Forestry Economic Cooperation Organization.Finally it elaborates three problems of technical services for private forest,which are the problems in forestry scientific and technological system,the low level of the strength,breadth and efficiency of forestry science and the imperfect expertise technology markets and trading networks.The fourth part mainly describes some of the foreign support policies for private forest technical services and their reference significance for China.It discusses mainly the science and technology management system,the support policies of science and technology R&D and promotion & transformation of countries which the private forest is developed,then it analyzes the three reference significance to Fujian Province,such as:the creation of specialized private forest management institutions, research of forestry being focused on economic construction,Emphasis on the work of supporting private forest.The fifth part mainly constructs a set of support systems of technical services for the private forest in Fujian.Basing mainly on the analysis fesults of the problems of the technical services for private forest,it constructs a set of technical service support system for private forest,follow as:economic support system for private forest technical services;the improvement of the forestry research system;reasonable and efficient mechanisms of promote and transformation for forestry science and technology;the improvement of the production and research co-operation system;the foreign investment mechanism of foreign capital spillover effects;the establishment and development of the policy support to the technological innovation model of the private forest owners participating.The sixth part is mainly safeguards to ensure the technical service support system for private forest could be implemented,including the establishment of specialized private forest management institutions,special government funds support for small-scale foresters,stabilizing and expanding gradually the ranks of scientific and technological personnel,establishing and improving the forestry elements market.
