Management of measuring instruments is related to the interests of the citizens. It has long been concerned as a focus by consumers and media. It is also supervised strictly by government. The supervision and administration of measuring instruments are parts of daily management in Fair Trade Market, which helps to keep the market order and protect the legitimate interests of consumers. The measuring instruments of self-employed businesses is mainly managed by Quality and Technical Supervision Departments currently. But at present, it is very difficult to supervise the measuring instruments and completely eradicate the treating in the markets for the following reasons. Firstly, different market has varying level of management. Secondly, the self-employed businesses, who do not receive well education and have weak legal awareness, are the main components of the market. Thirdly, most market managers are absence of management and there are not enough public officials. So practically people wildly distrusts the market measurement, which results in undermining credit system and social stability.On the analysis above, this paper takes trade markets in Panyu District of Guangzhou as sample. Through questionnaire survey, data acquisition and analysis, discussion and analysis of the existing problems and the cause to them are carried out to find out the principal contradiction. With reference of the experience from home and abroad, changing the ownership of the measuring instruments and the targets of supervision and management, putting someone in charge of measuring instruments can solve the problems, so as to decrease the treating offence. This paper also proposes some management mode according to enterprise, and then establishes a standardized management system and a credit system. Meanwhile, add on masses supervises to strengthen standard management so that the research can be extensively applied in the most Trade Markets.In view of the low efficiency of the government supervision, the paper takes advantage of computer database to establish an electronic database of measuring instruments on the computer network platform. The use of this system helps effective realization of the supervision informationization, networking and automation, which averages up the market measuring management and government supervision efficiency.
