It is the era of knowledge economy in the 21st century. Human resource is considered to be the first resource, which has become the core of the contemporary economic, social, regional and national development. David Urichie found that the role played by human resource managers should have been far beyond the scope of traditional personnel management functions, including the activities of strategic plan and continuous improvement and it is a strategic partners, functional specialists, staff supporters and agents of change. As social and economic sustainable development, social competition have been even more fierce competition. The essence of competition is personnel quality.Human resources is scarce in retail chain enterprises of our country. More than 85% of middle and high level management staff are experienced talents. These people can't respond new international competition who have adequate experience and low quality level generally and limited development space because they are restricted by cultural level and knowledge structure. So, the study about the relation between inner competency and job performance of people become more and more. Human resources management to competency as the center has been followed more and more closely by theorists and practitioners. This particle will constructing competency model of HRM staff in retail chain enterprises based-on competence hoping that it can play the role of revelation and promotion in improving HRM staff working ability.
