With the rapid development of globalization, enterprise clusters developed extremely fast, which is becoming more and more significant in regional economic development, as in many parts of the main mode of economic development. However, not all of enterprise clusters achieve sustainable development, for various reasons, some enterprise clusters were abortive, or into a recession after a period of rapid growth, or mature and stable after the rupture of collapse.The development of enterprise clusters is an important part for our economic development. Foreign scholars are the first systematic study of the cluster, and up now it lasted for one hundred years, while China is relatively slow in studying cluster. In the course of a hundred years of research, during the rise of the Ford system, enterprise clusters gradually disappeared from sight, but with the customization market is growing, and enterprise clusters has good flexibility and unique specificity, making it worldwide pull back off a new round of the wave of regional economic development, and management theory and practice once again become a hot research issue. Faced with an increasingly dynamic and complex environment for economic development, sustainable competitiveness of the enterprise clusters factors affecting the identification and systematic study is an important theoretical and practical significance of the research topic.Since reform and opening, the phenomenon of industrial clustering in some of our cities and towns is becoming more and more. In the southeast coastal areas with rapid economic development, such as Guangdong, Zhejiang, Jiangsu and so on, those areas'SME developed rapidly, which has become an important pillar of regional economic development. However, SMEs in these areas are not discrete, the mutual development in isolation, but interdependent, surrounded by each other to form a professional and distinctive features of the enterprise clusters. This paper uses a combination of quantitative and qualitative analysis methods. First of all, through the Delphi method and lots of literature study, the author constructed enterprise clusters competitiveness index and enterprise clusters sustained competitiveness index. And then through the AHP, the author formed orderly hierarchical structure of cluster competitiveness factors by relations of domination, through the comparison between two methods to determine the relative importance of each factor and then determine the impact on the competitiveness of enterprises cluster the relative importance of the total order. Based on the total order, the author builds sustainable enterprise cluster competitiveness index system. Finally take the two-case comparative study, enterprise clusters obtained the key elements of sustainable competitiveness, and build sustained competitiveness of the enterprise clusters factor model. Among them, the two-case comparison study, a questionnaire survey and interviews as the main means of business, choose two different types of enterprises, Zhejiang clusters, Yongkang hardware enterprise cluster and Xiuzhou synthetic fabrics cluster, which interviewed a representative medium-sized enterprises,12 enterprises and one to one survey carried out on large amounts of data collected were analyzed.
