Research On The Construction Of The Agricultural Information Service System In Hunan Province

This thesis, with reference to studies both domestic and abroad, studies on how to establish the information technology system for agricultural services in Hunan province, while China's needs for information technology developments is rising. It defines agriculture technology development, agricultural services, information technology systems for agricultural services etc., studies their connotations in depth, and clarifies the all the functions or supposed functions for information technology systems for agricultural services that satisfies general requirements. Based on that, from aspects such as Hunan's agricultural information needs, Hunan's agricultural human resource configuration, Hunan's agricultural information platform establishment, the shouldering of major responsibilities, the thesis analyzes the present situation of development of Hunan's information technology systems for agricultural services and then clarifies the problems existed during the developing process. Then according to Hunan's needs in agricultural information and its future development, the thesis, from strategic perspective, outlines a overall framework for agriculture information service systems in Hunan province, and studies security mechanisms such as industrial security, policy security, technology security, human resource and organization security, by using inter-industry relation analysis, public policy analysis, game model, technology pervasion model. In the meantime, with reference to proven experiences of agriculture information technology service system establishment both at home and abroad, and based on the reality of Hunan province, the thesis comes out with the main principles for establishing Hunan agricultural information service system, and the construction plan for the system, specifically, by setting up strong management team, improving law system including laws concerning agriculture information, preparing needed human resources for agricultural information service system, increase the investment for agriculture information service establishment, etc, so as to secure the establishment and effective operation of agriculture information service system in Hunan province. By so, the thesis further establishes the direction and outlines for the development of Hunan's agriculture information service.
