Study On Evaluation Of Cultivated Land Intensive Utilization In Mountain Area About Hebei Province

Cultivated Land resource is the most foundation that we depend on for living and development, which is scarce and irreplaceable and important agricultural production factor. The reason for studying on the degree of intensive cultivated land use is determined by its importance. First of all, cultivated land resource is the basis of agriculture which is the foundation of national economy and raw materials of industrial, especially light industry mainly comes from it. Secondly, cultivated land is the foundation of social stability, and provides necessary and fundamental social security for urban residents. Finally, for cultivated land in China is difficult to remain unchanged or increase, in order to ensure food security in China, it is special significance to establish and achieve intensive utilization of cultivated land resources. Therefore, the research on intensive utilization of cultivated land resources is imperative.By 2009, area of farmland of complete province average per capita only 0.091hm2 lower the countrywide average per capita 0.093hm2,Hebei is one of the provinces with which person has little farmland. Meanwhile, Hebei is a mountainous province with rich cultivated land in mountainous areas. The gross mountainous area of whole province is 117 000km2, occupies the 62 % of complete province total cultivated land, a mountainous area population occupies the 56 % of complete province total population. The cultivated land security of mountainous area is related to the food security of Hebei.On the one hand, Hebei mountainous area is very important to solve the three rural problems to promote the harmonious development of Hebei, and to achieve strategic goal of comparatively well-off society in the round. On the other hand, the region is the green protective screen and water source area of Beijing-Tianjin-Hebei, and also is an important area in the construction of an ecological environment for the capital, its ecology safety, environmental safety and resource safety play a very important role in ensuring regional ecological safety and realizing sustainable development. The situation we are facing is that plain area of Hebei has been fully developed and declinged, it is necessary to increase the rational use of mountain land resources in order to protect the regional food security and economic sustainable development.This paper which giving an example of Laiyuan county, based on its statistical data over the past 10 years from2000 to 2009.Firstly, analyzes the trend and causes in the change of cultivated land, and discovers that cultivated land maintain the dynamic balance in recent years, cultivated land of average per capita year after year decreases, Land exploiting is the main form of increasing cultivated land acreage, constructive land is raising the proportion more and more in cultivated land. Land development is the main way to increase arable land, construction land use of farmland has been increasing over; and then 17 towns in Laiyuan use of relevant data to land-based use in 2009, select the input intensity, utilization, effectiveness and output four factors for sustainable utilization level indicators, the 11 index level indicators, multi-objective analysis of Laiyuan intensive utilization of the farmland was evaluated as a whole, a higher degree of Laiyuan intensive use in central and northern and southern lower; followed by analysis of the data in the hierarchy, based on the data using the criterion level, the use of cluster analysis, will be grouped the 17 towns into 4 partitions, analysis and comparison of similar common intensive use of cultivated land and the differences between regions of different classes and features; Finally, on the basis of the above analysis, put forward the intensive use of Hebei Province for Land level countermeasures.
