Evaluation Index System Establishment Of Cultivated Land Resouces Security In Luotian County

Cultivated land resource security is the basis of the composition of the national security, and protecting food production. China is a big country with a population of1.3billion, the food is always decide our own international status factors, therefore, only protecting the safety of cultivated land resources, in order to ensure the country’s independence, peaceful growing-up.This paper studies the cultivated land resources in Luotian County, Hubei Province, empirical research the cultivated land resources of Luotian County. First, according to the actual situation in Luotian to establish index system of cultivated land resources, electing53Significant impact factors of the cultivated land resources, and using the Delphi method, a typical indicator approach and so on to filter influencing factors, eventually elect the larger impact factors of the cultivated land resources, as Soil texture, Organic matter, Available nitrogen content, pH value, Amount of cultivated land per capita, Area ratio of construction land to cultivated land, Rate of basic farmland protection, Cultivated land average annual reduction rate,>25°slope cultivated land area ratio, Unit of cultivated land fertilizer load, Population density, Per area value of agricultural production, Grain yield per hectare, Food crops sown area, Food crops per capita sown area, Irrigation channel density, Farmland infrastructure sophistication to built cultivated land evaluation index system of Luotian county. Then use combinatorial weighting method with qualitative and quantitative to strike indicators integrated weight of evaluation unit in Luotian. Last, using matter element analysis to determine the safety grade of towns. The results indicated that5towns in safety state in2009respectively for Jiu zihe town, Bai miaohe town, Da hean town, Kuang he town and Ping hu town; Da qi town is in Transformation of security; Sheng li town, He pu town and Ba lianhe town are in unsafety state, Feng shan town, San lifan town and Luo tuoao town are in Transformation of unsecurity. Differences of the safety state results is big in four target layer, among them, Ecological security of all towns are in an unsafe state, but quality safety of all towns are in an safe state. Therefore towns need to take appropriate measures depending on the circumstances improve regional security. Although, this paper use subjective and objective method to screen indicators of cultivated land resources assessment, do not have a set of relevant indicators screening theory for guidance, therefore need to continue to strengthen research in this aspect, make indicators screened to more rational, process more scientific.
