Study On Financial Management Problems In Dezhou City Municipal Corporation

With the competition increasing in municipal construction market and market share dwindling, every municipal enterprise is undergoing huge pressure. As a special purpose vehicle, a municipal enterprise needs to improve internal practice and find out a breakthrough on financial management. Financial management plays an important role on improving management level, controlling cost, enlarging profit margin, improving capital utilization efficiency and covering the risks. It is also an important content of enterprise management innovation and modern management system establishment.This paper combines the theory of modern financial management with the characteristics of municipal enterprise to elaborate the target, content, principle and method of municipal enterprise financial management. Based on the current situation of financial management in Dezhou Municipal Corporation, the paper finds some resolutions to tackle the problems through analysing the financial management in DeZhou municipal corporation regarding cash management, cost management and risk management. The solutions includes improving the financial management mechanism according to the characteristics of the enterprise, establishing money management model with high efficiency by choosing suitable management method and principles, setting up an effective cost management system by drafting management regulation, improving organization structure and undertaking performance assessment, and establishing early-warning system of financial risks through key points controlling, risk identifying and preventing methods.The paper provides small and medium-sized enterprise with financial management council by solving financial management problems in Dezhou Municipal Corporation.
