During "the 12th five-year-plan scheme" period, one of seven priorities of China's energy industry is to strengthen the energy pipeline network construction, and improve resource allocation capabilities. As a hub for business users and power generation, power grid structure, safety, reliability and economy of future power grid have decisive influence, while strong power network structure comes from reasonable network planning. There also exist differences between requirements of power system reliability of the end- users, this requires to, in the power transmission system planning, take full account of reliability requirements differences of users at nodes and the transmission system, considering the safety and economy, to achieve the optimal allocation of power resources.This paper studies the status of transmission network planning after the separation of factories and networking in the power market environment, one outstanding problem is the requirements of network planning security owing to uncertainty, as well as economic problems of coordination grid enterprises facing as independent market players. Based on this, this paper presents a method of selecting the best transmission planning when considering standards of probabilistic reliability, so as to set up targets to achieve minimum investment budget. Determine the optimal location of transmission lines and capacity by using probabilistic reliability assessment methods to ensure power system reliability, solving the problem of optimal strategy with the method of probability branch and bound. Before detailed examination of the branch system reliability and dynamic, establishing a new practical method can effectively guide the decision makers choose the right planning. Finally, selecting Chengde's power grid as an example of empirical study, this paper tests the advance and applicability of solving the transmission expansion planning problem under uncertain environment in future actual work.
