With the comprehensive deepening of the reform of the power system,transmission and distribution price reform has entered a new stage.Rationalization of electricity price formation mechanism,through the market competition to determine the hair,sale price,transmission and distribution price will gradually transition to the "permitted cost plus reasonable income" principle,sub-voltage level approved,thus forming a complete electricity price transmission mechanism,is the power system reform The key link in the work.Vigorously promote the transmission and distribution price reform,enabling grid companies to focus more on the operation of power grid assets and improve the level of transmission and distribution services to promote the sustainable and healthy development of power grid enterprises.In the process of the development of the new transmission and distribution mechanism,we must follow the basic principles of science,rationality and effectiveness,and meet the requirements of grid capitalization and distribution.Since 2005,the "Interim Measures for the Administration of Transmission and Distribution"(the price of reform and development [2005]514)",the provincial power grid internal transmission and distribution pricing methods and management methods have been initially formed,but inter-provincial cross-border transmission and distribution price Remains to be studied in depth.The reasonable allocation of UHV transmission network cost is the basis of forming inter-provincial transmission and distribution price.Therefore,it is of great theoretical and practical significance to study the reasonable cost of inter-provincial power grid cost.At present,some of the electricity market-oriented countries and regions are generally based on the use of stamp law,operability is strong,but consider the factors are relatively simple,slightly less in terms of refinement.There are two strategies to improve the scientific and rationality of the apportionment method.First,the original data of the method are collected reasonably,and the other is the scientific procedure.Based on the above considerations,this paper proposes two methods of transmission fixed cost based on time-varying tidal current tracking and probability flow.First,the paper proposes a cost allocation method to consider the results of multi-time trend tracking.In this paper,the trend flow data of 24 sets of tidal current data are calculated,that is,each user has 24 tidal current tracking results for each line.In order to reflect the principle of peak load in the cost allocation process of the line,the maximum value of the 24 tracking results is selected as the basis for the user to allocate the line.The cost-sharing result is calculated by the IEEE30-node system,which shows that the method can better reflect the principle of the principle of sharing the line cost and avoid the contingency of the apportionment to a certain extent.Secondly,taking into account the trend of a long period of time is a dynamic change,the use of a single typical moment of the trend of transmission costs will inevitably bring a certain degree of subjectivity.In this paper,a fixed cost allocation method based on trend tracing method combined with probabilistic trend is proposed.The method has no special requirement for the original data,and it is not necessary to select the typical time trend.The general idea is that the power of each node is regarded as the input variable,and the tracking result is regarded as the output variable.Under the premise of the probability distribution of the known input variable,the probability distribution of the output variable is obtained by analytic method.The method is tested by IEEE30 node system.The results show that the method can take into account the power data at all times during the period,and avoid the unfair problem of using the single time trend tracking to share the cost of transmission network.
