Law And Economics Analysis On Social Responsibility Of SOEs

In the 1990s, enterprise social responsibility campaign was carried out globally. People's knowledge of the enterprise has turned from creating social wealth to searching to deeper levels. The phrases like enterprise social responsibility, enterprise citizen, enterprise's sustainable development etc are as popular as scrupulous management, corporate image etc ten years ago. In recent years, the activities about enterprise social responsibility in China are not limited to holding forum and issuing report and the like. The knowledge and practice of the enterprise's social responsibility are requested more deeply. Meanwhile, heated argument is accompanied. The enterprise's social responsibility campaign has become the hot topic of the enterprise governing and economic development research. In the course of retracking shunt from planned economy to market economy, the SOEs (state-owned enterprises) as our country's national economic mainstay, the following-mentioned used to emerge in large numbers, for instance, lack of social responsibility which results in the loss of state-owned assets, wasting resources, unfair competition, environmental contamination etc. Enterprise not only creates economic value, but also performs enterprise responsibility. As the reflection of our socialist country and people's will, the SOEs should set an example of bearing the social responsibility.In recent years, big SOEs positively answer the call of the government and vigorously promote the the construction of social responsibility. For example, guided by the State-Owned Assets Supervision and Administration, the SOEs publicize social responsibility report one after another, the quantity and quality are greatly increased. However, now most SOEs are lack of the realization of social responsibility, for instance, they used to regard donation and disaster obviating and charity activities as social responsibility. Meanwhile,because the relevant laws are insufficient, the supervisory systems are not sound, the undertaking and practicality of social responsibility are uneven. Generally the SOEs have not acted properly and there is a long way to the expectations of the masses.In this thesis the theory of enterprise's social responsibility is frontier-traced. I have inspected the status of enterprise's carrying out the social responsibility at home and abroad and the nature of SOEs has been coupled with, the connotation of the SOEs has been defined, and status quo, achievement and shortcomings of the SOEs have been analyzed. On these bases, the deep causes of the weak social responsibility and the secure mechanism of effectively carrying out the social responsibility have been discussed using the laws and economics theory. Perfection of SOEs'carrying out the social responsibility has been analyzed and policy suggestion has been given from the levels of law and social restraint and system construction.
