With the reform of Jiangsu state-owned enterprises, loss and devaluation of thestate-owned assets are serious in some areas. The weakening of state-owendenterprises’dominant position and public service functions has aroused great concernfrom society. Jiangsu province is a big province of resources consumption, on thesustainable development of state-owned enterprises,the constraint of resources andenvironment is shown increasingly. State-owned enterprises must assume theresponsibility of energy saving and environmental protection. And try their best toestablish resource saving, friendly environment society. Nowadays, there are stillmany people have wrong cognition about corporate social responsibility,and thestrategic value of enterprise social responsibility is not understanded insufficiently.Facing lack of the sense of social responsibility in some enterprises, Jiangsustate-owned enterprises should play a leading and exemplary role.They should assumesocial responsibility and build dominant value system too.This article analysesphenomenons through refering to the related results of state-owned enterprises’ valuestudy and combining the definition of domestic and internationalsocialresponsibility.At last,the writer deeply analyses and explores the construction ofJiangsu state-owned enterprises’ value location system.The writer analyses the valuelocation through natural circle, social circle, organized circle and the core value viewsof large and medium-sized enterprises,which reveals the environmental advantagesand value characteristics.The study depends on the design of enterprises socialresponsibility evaluation system and social responsibility questionnaire.The economicvalue and social value, ecological value have positive performance in resent years.Wefind some problems from the survey data.The writer analyses the reasons fromsubjective and objective aspects.Analysing quantitatively Jiangsu state-ownedenterprises’ value activities by using hierarchic process.The article chooses thedominant value paths through the strategic orientation of the competition, publicinfrastructure, natural resources state-owned enterprises.it is our aim toenhancestate-owned enterprises’social responsibility and social value contribution forJiangsu"12th Five-Year Plan",and provide practical and effective strategies forbuilding state-owned enterprise dominant value....
