A Summary Of Jilin Agricultural Activities Of Quanye Dao (1907-1912)

Quanye Dao is a new deal reformational institution established by the Qing government in local areas.It aims to restore the economic rights, enlarge the source of profits, take charge of agriculture, mining ,transportation and post boat services of a province. In recent years, historians studing the new deal in Late Qing government have mainly focused on its impact on China's economic modernization, especially those central agencies set up for rescuing Qing government itself, for instance, the Ministry of Commerce, Division of Research, etc. The study on local industrial agencies has been rarely seen all the time. Although there have been several academic theses about regional agencies, such as Quanye agency, Quanye association, Quanye activities, there are even fewer theses specific to the activities of Quanye in Jilin Province. The writer had read a number of monographs on agricultural economy in the Northeast as well as some fragments mentioned Quanye Dao, however, what they discussed was no more than a few words. Therefore the study mainly by means of compiled historical materials, newspapers and magazines, is dedicated to recover the organizational setup of Jilin Quanye Dao and agricultural practice in the period of 1907-1912, exploring the historical influence it has made on infrastructure of modern agriculture in Jilin. The paper based on the background of Quanye Dao carries an inclusive research on organizational structure and functions; the main farming activities and related impact, which proves that the establishment of Quanye Dao has played a positive role in spreading over modern agricultural technology, laying the foundation of the status of today's famous grain producing areas and promoting the modernization of agriculture in Jilin province, moreover, it has also laid a solid foundation of developing modern agriculture. The measures taken by Jilin Quanye Dao to revitalize agriculture has helped extend new agricultural technology, meanwhile, bringing in new species has greatly enriched the traditionally monotonous crop planting structure in our province. What's more, it also helps train a group of professionals who are not only eqipped with specialized knowledge on modern agriculture, but also with the ability to transmit it, correspondingly, enhancing the academic researching level on agriculture. In addition, for people's benefit, Quanye Dao began to focus on the development of forestry, animal husbandry ,fishery and other industries, which to some extent, also contributed to the modernization of Jilin's agriculture .
