The trade between China and Russia is completed mostly through the port directly or indirectly. Ports play an important role in the bilateral trade. Therefore, it would not only helps to improve the level of Heilongjiang's trade and economic, but also plays an important role in exchanges of economic, political and cultural between China and Russia to make a reasonable plan for port construction in Heilongjiang Province.By analyzing the development status about the economy of Heilongjiang Province, transportation, road traffic infrastructure at the road and transport management, based on the province's international trade and the basis information of the road crossings traffic.
