Due to the continuous development of Chinese economics, China has been importing more and more crude oil from all over the world. But the major carrying tasks have been done by foreign oil transportation companies, which is highly harmful to the oil supply security for China. And in order to buildup the national strategic security, the Chinese government has proposed to transport the majority of its importing oil by civil shipping companies, which is a precious opportunity for these civil shipping companies. All the related companies should try their best to catch this opportunity, and expand the owned fleets or improve these fleets in ship pattern construction. For all the shipping companies, which will gain profit under the government strategic proposal mentioned above, it is necessary and urgent to do some research in fleet planning in detail.Some similar researches on fleet planning have been done by other people, but not enough. This paper mainly focuses on the fleet planning of cstanker, the biggest civil oil shipping company, and tries to give some useful proposition, which is benefic to this oil transportation aircraft carrier. This paper is organized as follows:Firstly, we make a brief review about the previous similar researches done by other people.Secondly, we analyze the transportation demand caused by importing the big quantity of crude oil and make a prediction on this quantity, which prepare for the next work.Thirdly, the cstanker shipping fleet is compared with other civil oil shipping companies and then make it clearly that how much the market should be shared by cstanker. And, based on the predication done by the above work, we get the knowledge of each transportation line share, and then obtain the optimal future fleet size for cstanker through the famous linear programming.
